UFT SOLIDARITY PICKS UP THE CAUSE OF REGULAR TEACHERS BEING PAID AS DAY-TO-DAY SUBSTITUTES

I attended the UFT Solidarity meeting today. There were two women who spoke up saying that they had been filling teacher vacancies since the fall but they were still being paid as day-to-day substitutes. Day-to-day subs are supposed to be covering for absent teachers. Apparently, certain principals are hiding vacant teaching positions and pretending subs are covering for someone who is absent. The sub is actually subbing for herself/himself. This is outrageous.

If someone is doing a full time teaching job, she/he should be hired full time and paid a full salary with benefits. I don't know how principals who pay teachers doing  full time work a day-to-day sub wage could live with themselves.

It clearly violates Article 5 of the UFT Contract to have someone do all of the work of a regular teacher and not receive full time pay and benefits.

Give it to UFT Solidarity, they are backing these teachers and preparing to take action.

If you know of any sub who is covering a vacancy for the term or has covered for an absent teacher for at least 30 straight school days (Z status), then please fill out the Solidarity intake form.  Don't let the DOE rip anyone off for another second.

Let's end this disgraceful DOE cheating as soon as we can.

Oh and I have not forgotten: How does the UFT permit this despicable DOE behavior?

Im in a school where the principle is using around 8 subs for various things. Some subs are doing reading and math intervention full time. Theres at least two subs covering pods. Can someone tell me whats allowed and whats not allowed. And how do you report it.

That’s ridiculous! I’m doing all the work of not even a substitute teacher(ATR) and I’m getting full salary on top tier! Leave it to the geniuses at Tweed to devise such a backwards system.

Once again, this all boils down to the crazy and asinine Fair Student Funding fiasco. Principals are de-incentivized to add staff and salaries to their Galaxy payroll. What better way to get the cheapest labor to do a full time job than to utilize subs to do all the grunt work? For well over a decade, veteran teachers making top salary working 25, 30 years who never received a letter or negative observation report were all of a sudden getting Ineffectives and being railroaded into 3020a hearings just so the expensive salaries could be eliminated. Now, they've cleverly discovered another way to game the system. Unbelievable. If this is going on in one school, trust me, it's happening all over the city. It's a new wrinkle in their playbook for sure.

I'm an ATR. In the school I'm in the principals had sense enough to give me a full teaching schedule, but my two previous schools I was basically on a full page sabatical without having to take any classes.

The UFT is just an ancillary arm of the DOE. This kind of crap has gone on for years by the way. Usually the sub is promised a full-time position once the budget is opened up or somebody retires. Sometimes it may happen, but it’s frequency is much like winning the lottery. Often times the sub is strung along indefinitely, even when there is clearly a vacancy. The root of this is Fair Student Funding. FSF short changes each and every school, and the principals are desperate to find creative means to balance their respective budgets. FSF is never mentioned by the UFT or fought. Mike Mulgrew, has when pressed, said that the UFT has no say so in DOE accounting procedures (schemes). That’s true of course, but the fact that it punishes so many schools, teachers, subs, ATRs and children should put it on the forefront of each and every agenda that Mulgrew presents. He chooses to ignore it. It suits the UFT, in that they get two for one dues with an ATR and a new teacher replacement. In the case of a substitute teacher, he or she is still paying dues and still deserves to be represented, especially in such egregious cases. But the UFT is more concerned with looking after CSA members, while doing as little work as possible, than they are with their that are due paying members. I can almost, word for word, predict what the UFT will say to a sub calls to complain about this. “Do you trust the principal to honor his word and give you this position when he can? If you do continue to work and wait. If you don’t, please look for another position. We have no way to force a principal’s hand to give you a position that he has already chosen not to or will choose not to once we contact him.”

The full-time sub position is also a way to hire people who have not been able to pass their teacher exams. We have a few at my school that I know of; it is all kept secret.

A question on FSF:

How much money, even in a large school (3000 students/ 150 teachers) does an Admin save by pushing out senior teachers and hiring newbies?

There is the normal, constant attrition, of retirees, teachers who resign, teachers who take long leaves and are replaced on the appointment table, and these are teachers of all ages and years in teaching.

But we are concerned about how many senior teachers are pushed out because of FSF.

If the Admin, of a large school, with a $25, 000,000 budget, pushes out 10% of senior teachers at top salary and replaces them with newbies at the lowest salary, the Admin will still pay the average salary. So, how much saving would that be in a big school (3,000 students/150 teachers)?

Less than 2%

So, why save 2% and give up that experience, that maturity, that continuity?

It's not the money.

I went through this in long island many years ago. But now, perhaps they may not have a real vacancy pot pandemic.also the sub they have may not be a person they would choose for a perm job.subs are in short supply now.so I do not always think it is ill will.also many subs are not certified. BUT what I have seen is subs not being paid at the higher sub rate after filling a vacancy for 30 days.she waa afraid to mention it thinking it would land her a chance to continue subbing next school year for the same position.the vacancy ended up being filled with a certified teacher in september.
In my long ago situation, I was told I would be working alongside a teacher with ALS and district was working out a retirement pkg for him;then I would get the job.well he never showed up and every inquiry was met with a stall tactic.of course nothing materialized and I ended up coming to work in nyc...that was 1988...very disgusting of the district.

It really all comes down to principal. Some people don’t like to admit it, but whether or not the principal is a good person makes all the difference.

I am in my 40’s and have been an ATR for a bit. This year, my principal has given me a full program that changes from time to time, but I am doing real work.

In the past, I have seen the practice of a principal hiring a per diem sub and giving them full time responsibilities.

The way I see it, I will do what I am told to do.

If I am told to do no work, that’s not on me. That’s on the doe and the principal.

But if you ask me to work, I will.

That is why I want to be an ATR until I retire. We are on the S/U system and if you are reliable and don’t cause an issue, you won’t get harassed.

Oh, and our pensions and benefits and salary are the same

7:32: If you have a 2 or more classes for more than 5 months, you are rated the same as other teachers. S/U is only if you have no classes or only one class.

Shelly, admin doesn’t want experience, they want someone the can mold. An Experienced teacher knows when he’s being taken advantage of, a newbie doesn’t and won’t complain. Most principals only want newbies for just that reason. FSF facilitates that. The UFT does nothing concerning it.

I thought principals take the average salary of all the teachers combined out of their budgets, not different salaries of different teachers. I realize senior teachers bring the average up but newbies balance it out with entry salaries.

Right, so it's not about the money, although FSF adds to the many incentives Admins have when making decisions. In a big school, like the one I used in my scenario, where you have $25,000,000 budgets and 150 teachers or more, the 2% saved by hiring newbies and shoving top salaried seniors out the door, could be saved by cutting back on copies and paper, something most schools are doing as technology advances into education. So Admins push Senior teachers out because they want to manage a Charter School staff, a union-free teaching staff. They don't want people who know the contract. Like I know it, not quite chapter and verse, but well enough to advocate for others, and so I am targeted, and not just by Admins but by my CL, and by other want-a-be Admins.

If you are fine with not getting paid for last years Spring Break then you should ok with working summers for free and ok with not getting any raises in the next contract.

Many teachers have very poor judgment about their personal finances and very lo self esteem.
Perhaps they are dust mops pretending to be teachers.

Shelley keep in mind the carving up of the larger comprehensive HS into several "small schools". I'm sure the institutional memory issue you're talking about is absolutely there, but also in the smaller schools knocking off 1 or 2 high salary people can make a significant difference.

In case anybody is interested both the N.Y. Assembly and N.Y. Senate have the early retirement incentive in their budget proposals. Negotiations on a final budget are definitely underway and is to be finalized by April 1. Fingers crossed! This is further than any such legislation has come in years.

Sending high school students back to school is ludicrous. 80 percent of them are still going to stay remote anyway. Why are we being raked over the coals for wanting to stay remote? The fact that so many kids are staying home and teachers are still getting accommodations is acknowledging that there is a danger with the schools. The kids are still going to be on computers all day anyway. I heard at one school the kids are staying in the same classroom all day for 7 periods will eat lunch in there and gym while the teachers will rotate. Why would any kid want to do that? Sense and the doe don't go hand in hand. Also why isn't Eve Moskowitz being criticized for keeping her schools remote. How can we be sure the kids in Success Academy aren't experiencing learning loss? Has she been doing assessments?

Why would you want to be targeted?

I’ve been there. Done that. It’s not fun.

It impacts your health and personal life.

In my twenties, I was that guy viewed as ‘not a team player’ who always voiced how he felt on doe nonsense.

What did it do to me? It made administration talk poorly of me to colleagues, people I thought were friends mocked me behind my back and the kids knew the admins hated me.

I was a wreck. Then, I got excessed and started to change my mindset. I saw a therapist, started exercising and playing golf again and I’m much happier in my 40’s doing this job than I was at 25.

Talk to cops, fdny, sanitation guys or any city workers and we all deal with this nonsense.

It’s easier to go along to get along than it is to ‘fight the good fight’. The city can chew you up and spit you out.

Who needs that?

It’s much easier to go in, get by, get a round of golf in or a workout and live to see another day.

Oh, pass all the kids who show up, too. That helps as well!

Not sure that the size of the school matters much in the FSF equation that is said to incentivize Admins tp shove seniors out the door.

What matters is that they are senior teachers.

The cost of the teacher doesn't mean all that much. I know this has been the claim here for years, but the math doesn't support this claim.

In the smaller school model, when combined with FSF and Bloomberg management principals, budgets were top heavy with Admins, and, it has been claimed, budgets were often cut by shoving seniors out the door and hiring newbies.

But the math doesn't support this.

Not even in small schools.

For example, in a small school of 400-500 students with a staff of 30, and a $4,000,000 budget, pushing out 10% of top salaried staff or 3 seniors might save 2.25%

Admins can always save 2-3% in the budget without pushing out teachers and hiring new ones.

The REAL reason they shove seniors out the door is ageism and the fact that seniors stand up to Admins.

I've seen a CL cut a deal with Admins to lob off positions and not replace them to save money for technology and other programs. How does the UFT stand for this. One year there are 12 teachers in a department, the next year there are 10. The restructuring is often use to shove seniors and others out and not even replace them, but put the money into no-teaching items. The UFY should ne stopping this.

I agree with your analysis, but given that reality we’re doomed to the current conditions ad infinitum.

It’s eye opening sitting in on multiple Zoom meetings this year how little analysis is being taught in current social studies classrooms. It’s almost all regurgitation of facts based on short readings without an understanding of historical trends. If these teachers can’t analyze history in their classrooms, how are they going to analyze their current employment situation. They’ve all bought into the Liberal’s claim that the US has a completely despicable history and we need to atone for this. At what point do we stand up and fight for a better country, or is better off left for those Trump lovers?

Also, I wouldn't call it a liberal claim. I do not see actual liberals offering much critique. They are no different, on average, in their historical analysis and beliefs than conservatives. Both groups are ideologically tied to capitalism, militarism, and imperialism. Liberalism itself is the ideology of capitalism, specifically neo-liberalism in the US since the Reagan era, but in the US definitions have all been lost. Somehow liberalism is thought of as left wing only in this country. It isn't. It is center right and that is being generous.

To me that is regressive in that we are using the word color again which was phased out of our vocabulary back in the 70s. You can't put all non-white people into one category and call them people of color. Are white Hispanics considered people of color? Also when you use that term around students, do they know that it means anybody that is not Caucasian or does it refer only to skin color?

The group that has been marginalized and redlined disproportionately? Break down the statistics, and the things that fuel them. Analyze the present with historical context. To those of you saying that they leave out the color of those that commit the most crimes - interesting you mention that.

Because last time I checked, a majority of mass shooting events were initiated by white males. And almost always they try to cover it up with "mental health issues."

If you commenters are going to keep saying black people do the most crime, the media covers it over and over again, keep in mind that holds for you as well.

Mass shootings are a terrorist attack. People that commit mass shootings are terrorists. Most of these people are white. And the police and media cover it with "mental health issues" and they were "having a rough day."

Racism is an issue. The event in Atlanta was racially motivated. As a south asian who is a minority in their home country as well, who grew up post 9/11, I have had my fair share of racist remarks and actions that were always initiated by a white person. No black was ever racist towards me, no asian, no hispanic, it was always a white person.

Get out of your bubble and go to other parts of the city. Talk with people of other races. Learn about them and their culture before you make assumptions about them.

Racism exists. White supremacy exists. That's why these mass shooters always get to play the mental health card when getting media coverage. Bad day my arse.

The amount of times I have heard white people say the craziest most atrocious things. China virus - people in the South eat roadkill. Muslims and incests - people in the rural Midwest engage in that too, as well as polygamy.

Joe Biden has nominated Debra Haaland to be Secretary of the Interior. Why? She is a Congresswoman from New Mexico and has some Native American heritage. I assume she is fully compliant with the Democrats’ far-left checklist; otherwise, she has no apparent qualifications for the job.

Haaland’s nomination came before the Senate Energy Committee yesterday and today. She did not perform well. To put it charitably, she seemed like a nice lady who has little idea what the Interior Department does and no knowledge that would equip her to make decisions on critical issues that would come before her as Secretary.

2018 statistics from BJS.gov show for white victims, 62% of perpetrators are white. For black victims, 70% of perpetrators are black. For Asian victims, 27% of perps are black, 24% white and 24% Asian. Victimized Hispanics are victimized by other Hispanics 45% of the time. For whites, blacks “hate” crimes are not the concern but regular old crime by our own race sure is. 62% and 70% for them compared to 24% and 45% for Asians and Hispanics.

It does, it happens to many people a day, and lots of it goes unreported. Especially those from Asian cultures who are wary of making police complaints.

Oh, btw, I have been to D26 schools. Majority white, just as stupid as the rest of the city kids. The only difference is white parents pester and complain to get high grades. The kids don't actually earn it though.

Ask a present day American from China or the Philippines or who descended from such people if they want American citizenship or the citizenship of their country of origin. Blacks commit more crimes against Asians than any other group and it’s because of white imperialism and colonization? That’s just not logical. Asians are victimized by whites and other Asians in equal number. Was the Imperialism and colonization of eons ago so strong it convinced Asians to victimize other Asians? Racism exists but when you dig deeper into the left’s arguments the absurdity of their race obsession is obvious. Look at Japan’s history of abusing Chinese people? Maybe they started the current wave of Asian hate crimes. Absurdities. All of it....except the fact that yes racism does exist.

W4s. Randi Weingarten started it with her tweet. All of the comments on race started with misinterpretations of the commenter who wanted the union to focus on teacher issues not social issues. This, being in the era of the absurd, meant that the commenter somehow supported white supremacy. No one said blacks were the problem. The statistics were used to show that crime statistics don’t support that white supremacy is the problem. Asian hate crimes came up in the thread and again the statistics do not support that white supremacy is the problem. If accusations of white supremacy are to be made, then the accusers and the bystanders can’t bitch when statistics are used that cast a poor light on blacks when countering the accusations. Black people were not the target here. The target was to expose that the white supremacy card is over used. To support that argument, victim/perpetrator facts were used. I think all of this was obvious it one follows the thread.

Personally I couldn't care less about the opinion of any racistposter/commenter here or anywhere. However I am simply giving support to the poster/commenter who is attempting to enlighten the racist. Post 9/11 hasn't been pretty for those who practice our religion and culture and most initiated by white men. I would like to say it is not exaggerated.

So tell the whites to back off our subset of Asians. I think it is because those committing the crimes are very poor at geography.
