HOCHUL SIGNS MAYORAL CONTROL EXTENSION THROUGH 2024 BUT DOES NOT SIGN LOWER CLASS SIZE BILL

It is not surprising news that Governor Kathy Hochul signed the mayoral control extension into law but not the bill to require NYC to lower class sizes. After Hochul’s easy win in the Democratic primary on Tuesday, it looks like she does not feel she has to be concerned about UFT support. 

From Chalkbeat:

Gov. Kathy Hochul signed a bill late Thursday that extends mayoral control of New York City schools for the next two years.

But her signature came with a tweak: The eight-member expansion of the city’s education panel, which was passed under the original bill, will be delayed by five months.

Mayoral control — which allows the mayor to choose the schools chancellor and appoint a majority of members to the city’s education panel — was set to expire at midnight Friday. 

The bill, passed by New York lawmakers on June 3, needed the governor’s signature to become law.

Legislators passed the mayoral control bill earlier this month as part of a package deal with a separate bill that would force the city to lower class sizes across all grades. The class size bill passed nearly unanimously, but city officials and a budget watchdog have raised concerns that it’s going to be too costly to implement.

Hochul still hasn’t requested the class-size bill, angering some lawmakers, advocates and the city’s teachers union. 

“We are calling on the governor to sign this legislation now,” Michael Mulgrew, president of the teachers union, said in a statement Friday morning. “Our students can’t wait.” 

Hochul is probably in total panic after reading that statement. Then again, she is more likely to be laughing out loud.

The UFT needed to lobby and put real public pressure on before Hochul won the primary, not after. The UFT could have made any UFT support for a NYSUT endorsement conditional upon Hochul supporting the lower class size legislation. 

We did not and it is now a maybe or maybe not on whether she signs the lower class size bill. Will the Legislature then attempt to override her if she does not sign the class size bill into law? I doubt it.

What will the UFT then do? At most, a tweetstorm.

This is a blog about teachers/schools in NYC.

Please stop with all the other nonsense. I may have strong opinions about a lot of politicians and parties, too, but just stop it.

This blog should be about all teachers trying to find ways to protect our healthcare, increase our paycheck, increase our pension, increase teachers’ rights and safety, change our rating system, protect us from terrible and vindictive admins and parents, fight lowering standards, etc…

If you are a teacher, whether I politically agree with you or think you are a nut job, you aren’t helping because you are letting people on all sides hurt teachers and our livelihood. GROW UP and SHUT UP.

This is why I think many of the off the charts comments aren’t teachers, because real teachers, whatever they believe, know that NO ONE LIKES US AND WE NEED TO FIGHT TOGETHER. It should be NYC TEACHERS OVER PARTY.

That’s my 2 cents.

Not endorsed Hochul until she agreed to our priorities is what I would recommend. Just because someone has a D after their name and may win is not a reason for an endorsement. A union endorsement needs to mean something.

I did not believe that the class sizes would be reduced regardless of mayoral control. Many principals would not have complied with the class size requirements and the UFT would have done nothing. School administrators, like politicians, are pathological liars.

I am done voting for democrats. I am embarrassed and guilt-ridden by the damage caused by: Biden, Harris, Cuomo, Hochul, Benjamin (Lt. governor who was arrested), DeBlasio, Adams, Bragg, Mulgrew! (I didn't vote for Bragg or Mulgrew). Democrats of today are far from the democrats of years ago.

We all knew the lower class size law was a pipe dream. They would need so much more space and more teachers to comply. Also, big high schools would have to extend their days even more to comply and that would be a problem. What teacher wants to work until 6:00?

Smaller class sizes are great, but it's something that has to be phased in. How does one talk about excessing teachers in one breath, and programming for smaller classes, and needing more teachers in the next? Doesn't make sense, sounds confusing, like everything else in the DOE.

Phasing in is the plan:
“It phases in over five years and requires the city to work with school employee unions to lower maximum contractual class sizes. By 2027, the law would cap kindergarten through third grade classes at 20 students. Fourth grade through eighth grade would be capped at 23 students. And most high school classes at 25 students.“

Anon 12:16–that does make plenty of sense—but no matter the enrollment—if it ever goes higher or lower—the only cents the DOE is really concerned about is how much they can squeeze out of school budgets—that justifies the mighty spending dollar. So, the hell with teachers and students and it makes a villain out of the principal when they are forced to excess teachers, or cut programs etc.

Don't worry, principals are great for finding loopholes so they won't have to comply with the 25 student limit. They could say lack of teachers in the license area, lack of space, etc. etc.

My wife and I just resigned from the DOE. Moving truck coming today, house is in contract and we are relocating to Florida. She has 12 years left to retire and I have 11, but I can't stay and continue watching this downward spiral here. We are not moving for political reasons. Mostly to be with family and weather, but this school year was the worst and a catalyst in the decision. I hope down there I don't have to witness kids vaping in class, kicking doors, cursing out staff, being on phones, all with no consequences and then having their grades changed to passing. Who knows, maybe it's the same where I'm going, but at least it will be warmer all year round and palm trees will help wave that stress away. I'll report back in a few months.
What about pension and salary? Yes, we will be taking a hit, but you can't put a price on happiness. I'm no slave to the pension.
Some of you might remember I blew the whistle at my Staten Island school and a heated battle to terminate me ensued. Blogs, media, false arrests, 45+ false investigations etc. I survived. I also ran for UFT president in 2016 with UFT Solidarity. I'm happy to report I'm leaving on my own accord and will be the STEM coach for a school located on 70 acres of wetland near the beach. Convertible sports car, golf after school and watching my boys thrive all while still pursuing the amazing field of education. I don't have to wait 11 years for that life. My family is already happier and that's what's important.
Some say I've given up the fight, but instead I really just repurposed my time. Life is short, so do what's best for you and your family first. The rest will follow. Your contributions to society as educators is invaluable, but please do what you need to do to be happier every day. Sometimes that means speaking up about wrongs so they can be made right and sometimes that means changing your environment entirely. Have a great and relaxing summer! Message me if you need something. I'm still advocating and helping fellow educators, but more behind the scenes.

The union endorsement can't mean anything if the entire union is not taken into consideration. There are many conservative teachers who do not endorse Hochul or any Dem for that matter but are willing to work with someone because we realize the state will mostly likely go blue. Our voices are not only not heard but ignored disenfranchising many in the union and ultimately making such endorsements meaningless. Politicians know this which is why the UFT endorsement meaning nothing.

The DOE puts principals like Paula Lev in charge of a school in order to destroy the public school and replace it with a charter school.

There is no other justification for this mismanagement. The cutting of budgets by Mayor Adams is also to create the justification for increasing the number of charter schools. First, Adams has to show that public schools are a mess.

Adams is in charge of the NYC DOE. By admitting that these schools are a mess, isn't he also admitting that he is a failure as the leader of the DOE? Being in charge of the DOE and being pro-charter is similar to the CEO of Toyota telling you to buy Honda. Why not clean your house instead of sending your guests to the neighbors? Plus, Adams is about as smart as a bag of rocks and immoral as the next politician.

Bloomberg was a different story. He is a smart man and immoral. When he was mayor (and perhaps now, too), his mission was to ruin/close down the regular DOE schools and was pro-charter because he blamed the DOE problems on the teachers and the UFT. He thought it was better to ruin the schools than to support them. All his school decisions stemmed from his hatred of unions. He really could not care less about education in NYC. He gets his employees from all over the world.

Regarding school budgets. I think the DOE budget should be cut and return some money back to the taxpayers due to failure to deliver. All administrators should be audited. Central offices should be cut first then the cuts should work there way down to the schools. The waste in my school is astronomical.

I love how you say you are not a slave to the pension and that you can’t put a price on happiness. I would add that you can’t put a price on your health and freedom as well. If you don’t have bodily autonomy, then you truly are a slave to the state!

I don’t know anyone who votes based on a UFT endorsement. Since NY democrats have spit in my union face time and time again, I now vote for their opposition. If every union member in NY unions did this, we the union members, not the union heads, would be a democrat priority in the next election. They’d have to give us something to return. Leverage.

All the increases in education have gone to administrators and consulting companies. Each year they get a bigger cut. We can’t keep voting for democrats and expect a change. Leverage. So easily gained by voting opposition for one election cycle. The UFT leadership- UNITY- works for the democrats. No better way to hurt them than by showing everyone they are powerless without us. To do that some of you have to hold your nose and vote Republican to teach the democrats to respect union members more than union leaders.

I can not begin to tell you how much better I am since President Biden took office. He really is a people's president. I am better off with my 401k losing nearly 30% since he took office. I am better off when my grocery budget doubles for the same items. And thank you, President Biden, for allowing me to take a second job just to make ends meet. Oh, yes, there is a Santa Clause for other nations and people who receive billions in American taxpayer money while families here go without baby formula. I'm sure the people of Ukraine would wish that they didn't have to flee to shelters, and didn't have to scrounge for food to feed their children, but they are still holding fast in their quest for Democracy and are not whining that Zelensky should just fold to Putin's demands.

How does seniority work? Is it based on years of teaching in a position, or is it based on the years in a particular school. I ask because the great article posted by 6:52 says "Beck, a veteran teacher with 18 years of experience but only a handful of years with Big Apple public schools, said she was let go based on seniority". I can' t tell if it's her handful of years at Big Apple that led to her being excessed.

Been a while since I have posted. Wishing everyone a safe, healthy, and happy Independence Day! Enjoy the time with your loved ones and let's hope when we get a new contract, we don't need something to bite down on to deal with it :).

Seniority is based on your number of years in the DOE not a specific school. If someone has 15 years and finds a position at another school, he/she will outrank all the teachers in that new school who have fewer years. The person who was teaching 18 years probably had only a few years in the DOE and that is why she got excessing. Excessing also goes by license area. A music teacher with 25 years can get excessed if the school ends the music program and he/she is the only music teacher or if another music teacher has more than 25 years. This is why principals don't like taking in teachers with a lot of years as it pushes down the seniority of the other teachers in the school and puts the newer ones in danger of being excessed.

One way to avoid excessing is to have teachers teach a class out of license. If for example, the school had two history teachers retire and they planned to excess one, there will be an opening in History. Let's say they planned to excess one English teacher. To keep that teacher, the principal can force each English teacher to take one history class. If you have a full program, you can be forced to teach one class out of license. Usually the principal will ask for volunteers first. But I have seen principals do this.

If there are 3 classes within a license,it is considered a vacancy. Also, with 20+ years of appointed service you cannot be excessed from your school.

Funny thing about Barry is that one of his mansions is on Martha's vineyard...an island that by now was supposed to be deep underwater according to Al Gore 20 years ago. But he did just install a 2.5k gallon propane generator for some reason. He's got some others in Hawaii and DC. Note he's not working on restorative justice in southside Chicago.

2:04: Yes that is called rule 10, but that doesn't mean you get to keep your position. This happened to a French teacher. She had over 25 years but they ended the French program in our school, so she was basically an ATR in the same school. Because she was an ATR, her salary came from the DOE and wasn't factored into the school budget. She could have still looked for another position somewhere else but French teaching jobs are scarce. She stayed in our school two more years and covered classes until she took the ATR buyout.

I think that people need to read Uncle Tom's Cabin. Trying to demean someone by calling him an "Uncle Tom" makes no sense. Unfortunately, this is a flaw with many people; just repeat what someone else has said. It would behoove Americans to stay silent, do a little research, consider facts, consider all sides, then form an opinion and share. Have we forgotten the adage attributed to the Bible, Abraham Lincoln, Mark Twain...:

To address your comment on race baiting I’ll point out that “The impoverished always vote for….” was in response to the question of why black elites, like “Uncle Tom Mayor” are uncharitable to the impoverished @7:37. My response was not race baiting. When politicians know they own your vote no matter how badly they treat you, they will always treat you badly. If Uncle Tom is an acceptable insult against Adams, then it’s also acceptable for any other black politicians. For some people calling a black man Uncle Tom is only acceptable if you disagree with the black man. Adams ok. Justice Thomas ok. Obama not ok. I call bullshit. If the use of Uncle Tom is acceptable…. Well there you have it. It’s acceptable no matter who you use it on. Is the gutter only linked to what you don’t like? There’s a new phenomenon. Children going to stripper like drag shows. Its real. It’s happening. Although I will admit maybe not to the extent certain media are saying. Mock me all you like. I don’t think it’s good for children to participate in shows where performers put on an adult sexualized show. If you assumed I don’t think children belong around any gay/trans people, you’re wrong. I’ve been to a couple of drag shows. They’re racy, sometimes raunchy. It’s adult entertainment that is not appropriate for children. I’d say the same for a straight burlesque show. Are we a dying nation? Are we the last generation that has economically progressed better than our parents? Are we a nation that within less than 25 yrs will be a under the thumb of the Chinese government? Are our best days still ahead of us or are slowly moving down the road to civil war our foreign control?
I’ve been called kook, stupid, idiot, racists an all the other names that people freely and with out consequence use because I believe in the Constitution with all is blemishes and greatness, and also believe in federalism, the bill of rights, checks and balances, separation of powers, the elastic and supremacy claus. I tried to have an honest conversation about the role of our government in our lives especially after the recent court cases but was disappointed in the few responses who questioned my intelligence.
Oh well it would have been interesting debate instead of just demeaning the Supreme Court justices who decided against roe, for gun rights in ny and for more government control of the epa. We can do this because if we don’t our nation is fucked. I know many of you guys dislike President Reagan but he did make sense at least once when he said that freedom is only one generation away from extinction. Are you kidding? Do read the news? Do you see what’s going on with the budget? And some schools have had ballooning enrollments increasing throughout the year. LTAs are an issue, but that’s as they say small potatoes here. Bigger issue is crashing the system as a way to boost charter, choice
and gentrification. Bigger issue is what big money is doing and who it’s buying.

Students in charter schools are more successful academically and that's the bottom line. There is plenty of evidence to that so how about you look that up and education *yourself*. You don't even need to go on a blog, you can look at actual data.

Data on budget cuts, how they impact class size, and how getting the money, which supposedly we are getting, can help pay for the lower class sizes and claiming that cuts are a plot to push for charter choice are two different things. Random (more or less, by school/location) low enrollment due to people leaving the city is one thing, creating lower or just plain reasonable class sizes by design is another. In some schools enrollment has been ballooning, and largely with ENLs. Also, those descending enrollment trends can reverse at any time, especially if schools and neighborhoods become more desirable, gun violence goes down, etc.
