I don't believe the retro covers inflation. Especially when one considers that CPI doesn't include housing, Mulgrew's actions seem especially uninformed. The Beige Book would have given Mulgrew an accurate picture of what his members need. It gives data on consumer goods AND housing, the latter of which represents the *largest* portion of his members expenses. Hence, Mulgrew should have demanded retro in an amount at least in proportion to the increase in CPI and housing costs over the period subject to negotiation.
