MULGREW IN TESTIMONY TO STATE LEGISLATURE CALLS NYC TEACHER EVALUATION SYSTEM A MODEL FOR THE STATE TO USE

I finally think UFT President Michael Mulgrew has completely parted company with his rank and file. While NYSUT President and Unity Caucus (Michael Mulgrew and Randi Weingarten's faction of the UFT-NYSUT) backed Andy Pallotta called for the State Legislature to end test based teacher evaluations and we commended him for it, UFT President Mulgrew in testimony before the State Legislature says the NYC teacher evaluation system could be "a model statewide."

I didn't make that up.

You commenters who want two observations a year or a return to Satisfactory or Unsatisfactory annual ratings can forget about it. Our Union President thinks the current NYC teacher evaluation system is great. It could be a model statewide according to Mulgrew. I have copied below the whole section of his testimony on teacher evaluation so you don't think I am quoting out of context.

Expand authentic measures of student learning

New York City’s teacher evaluation system gives schools choices about the kinds of student assessments that can be used in teacher evaluation, including essays and other ways that students can demonstrate their skill. We also give schools choices about how to measure student growth. We know our system is more responsive to the needs of individual schools and their students. It is a model that moves away from one-size-fits-all systems mandated by the state. We believe that the city’s approach could be a model statewide. The UFT believes we need to avoid a return to the testing craze that gripped New York for too many years.

    When 2 Percent Isn't 2 Percent

    I know many readers are aware that we teachers are expecting a raise of 2 percent this coming May 1st, with another 3 percent only on June 16. The numbers are on the salary schedule from UFT.org.
    (Readers have probably seen it 100 times).

    Our current, 2017, amount is shown on page 7 of that document. The May 1 2018 amount is shown on page 8.

    There is a slight problem is that the actual numbers between page 7 (2017) and page 8 (2018): They don't match 2 percent. The math doesn't quite add up.

    I mean, I'm no math teacher but my friend, a math teacher, told me I wasn't wrong so I much not be wrong.

    If you examine the numbers from 2017 on page 7 and multiply them time 1.02 (or 2 percent raise on top of the amount we currently make) you should see the same thing my math teacher friend and I saw: Those numbers on page 8 aren't 2 percent higher than the ones on page 7. Instead, the numbers reflective of the 2018 riase are 1.923% higher than the for the 2017 salary.

    That's a slight difference but a difference nonetheless.

    The increase that a first year teacher (currently $54,000 (p. 7), soon to be $55,059 (p.8)) is actually 1.923%. That's the increased amount.

    If that teacher were to receive an actual 2% raise, the amount would be $55,080. That's 21 bucks a year. But it's still 21 bucks.

    The amount that a teacher at the top of the pay scale receives (currently 113762 soon to be 115993) is actually 1.923% . That teacher, at an actual 2% would receive 116037 (and 24 cents!). Now that's only 44 bucks a year for a top tier teacher but that's still 44 bucks per year.

    My own increase is 1.923% as well. I'm a but further than 1/2 way through.

    The total amount I would be missing is .077% of the 2 percent I was originally expecting and it's only .032% of my current total annual salary so I'm almost positive there are other pressing issues. But still that's about 30 bucks a year to me.


    And what? Do I look like some rich guy hgere? 30 bucks is 30 bucks!

    I asked a good friend Mike Schirtzer, an elected UFT Executive Board member, to raise the issue at the next meeting but he couldn't. So we have no answers about the mysterious case of the vanishing .077 percent. Only questions.

  3. FUCK YOU MULGREW! I swear to God, I am beyond livid with him. He is the biggest sellout of all time. How dare he speak for the rank and file who hate our current evaluation system. We want 2 observations and an end to Danielson. I am very tempted to transfer out of NYC to Westchester and take my pension with me. Teaching in NYC is a nightmare. Mulgrew is the key facilitator in our misery. How can all of his minions in the Unity caucus back him by agreeing that our evaluation system is good? Don't they work in schools? Don't they have targets on their backs? Are they not aware that come Janus, they will not even have a chance to get a cushy job at 52 Broadway? We have a once in a lifetime chance right now to get a decent evaluation system. The feds are leaving the teaching profession alone, and NY State is considering giving local control to districts to work out evaluation plans with local unions. What does Mulgrew do? He fucks it up by saying we already have a great evaluation system. I pray that a door knocker comes to my house. I will have a lot of mud to fling at anyone who is backing this clown.

  4. If Mulgrew is big on choice in regard to teacher evaluation, why can't NYC teachers who are tenured choose to have 2 observations or choose to be rated S/U? If teachers want to be rated with the current evaluation system that is fine. (Even though it is crazy) However, having a choice to have 2 observations and or S/U would be of great benefit to the sanity of our stressed out colleagues in the trenches. I also agree with the above poster who says that Miulgrew is really digging his own grave by selling us out.

  6. Why not make it a model for the country? According to these clowns, the more teachers rated poorly, the merrier. My brothers and sisters in NYC are paying for this shit show. Pardon my language. I am learning from our Chief Executive in DC.

  7. My guess is that in exchange for an unfair evaluation system, some sort of state law will be pushed through to mitigate the harm of Janus.
    Remember, Mulgrew had many lunches and appointments in Albany.
    Unfortunately, the union leaders we have are all neo-liberals trying to triangulate everything.

  8. The reality is that in many "nice" school districts there is no Danielson and there are only 2 observations. These districts treat their teachers with respect. In NYC it is all about money as the DOE is a 25 billion dollar organization. They want to trim the fat as much as possible by keeping teachers afraid and miserable so they quit and will never be a burden with their pensions and high salaries. I for one am just as disgusted with Mulgrew as the next guy. I am waiting to see how the new contract, paid maternity leave, and most importantly, out evaluation system plays out before I decide if I am gonna keep paying dues. To me, the observation system is the main issue that I have as I am already making good money and I am not going to have kids. If Mulgrew blows it and we keep the same old shitty evaluation system, I am going to pull my dues asap. I can not morally or financially support the UFT if it is going to cause me continued harm and daily stress. And if somebody says, "We are all the UFT", they can go pound sand. I have no say in how our evaluation system plays out.

  10. Mulgrew is committing his own suicide by making these statements about our evaluation system being a "model" for the rest of the State. Fact is not a single teacher I know likes Danielson or 4 observations. We all wish we could revert back to the old S/U system. Who the Hell does Mulgrew think he is? What is his thinking? We HATE our current evaluation system. His support of it will just be another nail in the coffin for the UFT come Janus.

  11. In my school, they said that since this is black history month, use white teachers have to own the fact that we are white. What the fuckdoes that mean? Like i am some kind of piece of shit criminal. What if i said they have to own tge crime rate or suspensions or dragging society down or out of wedlock births or poverty?

  12. Regarding "When 2% isn't 2%," The contract has the two 4% raises from 2009 and 2010 phased in. The 2% raise would've been in our check in 2010. Which theoretically we've been given compounded raises on what our salary would've been, minus the 2%. MIND YOU: A contract that an educated person can't understand or workout, isn't a good contract at all!

    So, in the end I can't exactly work it out, but with some back of the envelope math with my friend who's an accountant, and my head spinning, she says it does work under certain assumptions. Assuming the subsequent raises were already compounded on what our salary should've been if the 2% was there.

    Assuming these raises were already compounded based on the 2% having been there in 2010, but not really being there in our actual checks(Collecting Retro), that would be approximately 8% in compounded raises, even though it's only 7% in actual raises, so you would minus around .08% from the 2% raise, since it was already theoretically there since 2010, just not where you could see it...

    I don't know that I am making anything clearer...but it works.

  16. I thought the union could fain displeasure with the evaluation system we all despise, but it can't even do that. It's quite hard to believe how detached the leadership is from the rank and file. The messengers seem so muddled on the way up and back down. This is no way to run a union of workers and for workers.

    After 32 years, I leave this year. I wish you all luck. I could not have made it in this climate.

  20. When everyone stops paying dues NYSUT/UFT shall have no choice but to reform or perish. Either is preferable to what we have now Many Long Island locals are banding together in LIFE to have a voice post Janus since it appears NYSUT is unwilling to speak for us.

  22. I don't know if I can continue paying dues when I have to endure FOUR UNANNOUNCED observations and my colleagues in Long Island have only TWO - in many cases ANNOUNCED observations.

    My question is this...

    what is it the UFT hopes to gain by continuing to support this inequity??

  23. Thank you ammo 6:02! I agree with you 100%. Pretty much every district in NYS has 2 observations. (One formal observation that is announced and one informal that is not) Thus, those districts only have to worry about one invasion of their classroom by a vindictive admin. Here in NYC, we live in fear with 3. Total BS. I agree with you that I may stop paying dues as well over this.

I am constantly rubbing elbows with people of substance, people of influence. I've been successful and you haven't. I couldn't care less what you lowlifes have to say.   25. Nothing, and I mean nothing in the world would make me more happy than to see the UFT implode and Mulgrew would be forced to go back an teach in the woodshop. (He was literally a shop teacher before rising in the ranks of the UFT) I want to see him get developing ratings for not doing bullshit like "turn and talks", "higher level questioning", and "scaffolding" in his woodshop lessons. Let's see how he feels what it is like to live in daily fear that an admin is going to drop by with a Danielson clipboard.

  29. Newspaper said only about 50 or so people marched for paid leave. I find that funny since the people who are for it singed a petition with thousands of signatures. Where the Hell were they? On the same token, most of those teachers either voted for Mulgrew or did not bother to vote at all in the last UFT election. Face it, we have an apathetic rank and file. People can bitch all the want on Facebook about what they want from the UFT. How many of them have ever written an actual letter to the UFT? How many of them bother to show up at chapter consultation meetings? How many of them have complained in person to a district rep?

  30. The level of failure of our Union to overturn an U-Rating is more than 95 percent. This is a rigged system because many veteran teachers are losing their jobs in the hands of abusive leadership principals, or in the hands of roving supervisors who are observing teachers that do not know the students they are teaching. Our Union has agreed with the DOE to many policies that are discriminatory against the most veteran experienced teachers. If the attitudes do not change a shortage of teachers is just around the corner.
