UFT CLARIFICATION ON ATR RATINGS

This was in the Organizer and I have seen it at other places too.


Clarification on ATR Ratings

As a member of the ATR pool, you and many of your colleagues have had questions about how you are to be observed and rated over the remainder of this school year. I want to let you know that we have been in conversations with the Department of Education, and we have confirmed our understanding that you are not covered by Advance unless: 

1.    You are a full-time K-12 classroom teacher of record who maintains active status for at least six cumulative calendar months during the current school year; and

2.    You teach 40 percent or more of a full-time position.

If you have been covering classes without your own program, you will be rated Satisfactory or Unsatisfactory at the end of the school year. Additionally, you should not be observed according to the Danielson Rubric. You should be observed on an S/U basis. 

This guidance is different than guidance that went to principals a few weeks ago, but the DOE will be clarifying with principals in the coming days. If you have any questions or concerns, please reach out to your UFT borough office.

So no Advance and Danielson unless you have a class for six cumulative calendar months during the current school year. Any violations?

  1. For the love of god, why cant the rest of us get rated S/U and not have to endure Advance? Every teacher I know wants a return to S/U and to gut Advance. Is this a change that needs to go through the state legislature?

  6. Why is Mulgrew against S/U? He is not even a teacher anymore. Every teacher I know in and out of NYC wants S/U back.

  7. I have a simple answer 6:31. Fewer teachers are rated ineffective under Advance than were rated unsatisfactory under the old system. The response to that is discontuances even with Developing or Effective ratings went up under Advance as did state hearings to terminate tenured teachers. The UFT has no answer for that.

    things are better now, possibly because we have DeBlasio now. Things were worse (more Ineffectives/Unsatisfactories) under Bloomberg.

  9. I have a difficult time accepting that things are much better now. Anti-teacher culture at DOE continues as far as I can tell. Read my prior comment on discontinuences and termination hearings. Not down.

  10. I'm confused about the criteria for being evaluated as an ATR under Advance or Danielson, or at all. This article states that you will not be (evaluated using Advance) unless:

    1. You are a full-time K-12 classroom teacher of record who maintains active status for at least six cumulative calendar months during the current school year; and

    2. You teach 40 percent or more of a full-time position.

    Is it both 1 and 2? Or 1 or 2? I am a full-time ATR classroom teacher of record, but will not be in this position for 6 months. I am covering a maternity leave and the regular teacher is due back at the beginning of January, 2020, so I will have been there for 4 months. The principal has already said that she's planning to evaluate me, I imagine even before the 4 months are up. What type of evaluation, if any, is she permitted to perform?

  11. Under these circumstances, you would not be under Danielson/Advance. You would be covered under Teaching for the 21st Century and rated S or U.

  12. Seeking information regarding Unsatisfactory Observation. I don't know where else to post this.
    1. Was observed by a Rating Officer who found my Lesson generally unacceptable, hence rated it U.

    2. No post-Conference was conducted.

    3. "Where in the contract....?" What page? I thought that within 30 school days a post-conference had to be conducted? If, Rating Officer cannot prove post-conference was conducted?

    1. Rating Officer rated my Lesson Unsatisfactory.
    2. No post-conference was conducted.
    3. How many days...does Rating Officer have to conduct post-conference?
    4.. Where in the contract? What page?

  15. If you are an ATR without regular classes, you are rated u or s. Observations need a pre and post observation conference under this system. Read Article 8J. The part for teachers not rated in Advance is for ATRs.
