CUOMO REVEALS DETAILS OF SCHOOL REOPENING FORMULA

The state Department of Health is releasing guidelines Monday on how schools can reopen this fall. While they were not available as of publication time, Gov. Andrew Cuomo provided some details at a Monday press conference in Manhattan.

As the state Board of Regents announced its own school reopening guidelines, Cuomo unveiled a new formula that will determine when schools can reopen, and how schools might close again if infections surge. School districts have until the end of the month to submit their reopening plans, and the state will make its final decisions during the first week of August, the governor told reporters.

Schools will have to maintain social distancing, screen anyone entering and demonstrate tracing capabilities in order to reopen. In each of the 10 state’s regions, if the infection rate exceeds 9% on a seven-day average, then schools would have to close for in-person classes. Having below a 5% daily infection rate on a five-day average would be necessary to start reopening.


Based on the formula, school buildings more than likely are reopening unless there is a huge spike in cases.

Phase IV is also required..., when will indoor dining be allowed in NYC? It does not make any sense to move into Phase IV without allowing indoor dining, but allowing schools buildings to reopen, does it?

Good point, it says we have to be in phase 4 in the slide we showed. I would guess we will probably make it to stage 4 by September unless there is a new spike.

WE are not scheduled to re-open in September. Just check the DOE calendar and see when we are reopening. LOL

There are actually 3 different reasons that NY city schools will not re-open in the buildings on time in September.

1) The Cuomo criteria for the infection rate mentioned on this blog.
2) The Federal government does not pass and Trump does not sign the Heroes Act to provide funding for state and local governments.
3) The DOE will not have completed the necessary safety preparations. The DOE will not be properly prepared to administer a safe re-opening. Teachers and parents will catch wind of this right away and will then refuse to enter buildings with or without the support of the UFT.

I personally think that #3 is the most likely scenario.
I think the chances of our reopening are less that 50% .

Did I read that correctly? He won't close until there is a 9% positive rate in testing???? That would mean that yesterday more than 4600 positive results in NYS and about 2000 in NYC. That would be a disaster...and reopening when it hits 5%? But restaurants are closed? Gyms and movie theaters are closed??? Where did he get this magical 9% number from and closing the schools after 9% would mean that it is only going to spike higher. The first time we hit over 4500 was on March 22 and schools were already closed and the last time we hit that number was May 2. This is insane and dangerous.

Don't forget Cuomo and De Blasio both said they were confident we would be going back and May and that never happened. Also if the schools are safe for everyone to go in, why are they allowing teachers with certain conditions to stay home?

Schooling should be virtual until a vaccine. Teachers will be sacrificial lambs led to slaughter. But they will be honored with a moment of silence as they die in service of their students. Spend all the time you can with your parents. They may not make it.

It says in the state requirements to reopen schools that face masks are required not encouraged by all students and staff, so Carranza is contradicting what the governor said.
